Ruth Kelly, Myth-Breaker
Late last year, when Italian philosopher and cabinet minister Rocco Buttiglione was denied the post of European Minister of Justice because his convictions on sexual ethics and marriage were unacceptable to a gaggle of libertine Euro-parliamentarians, there was a certain plausibility to the whole exercise – at least from the point of view of secularists, leftists, and the establishment European media. Buttiglione, after all, was a minister in a center-right Italian government; Buttiglione is a devout, intellectually astute Catholic whose thinking is shaped by natural law reasoning and Catholic moral theology; and it’s an article of faith in the left-leaning worlds of European secularism (which include most of the mainstream Euro-media) that Catholic + conservative = in vitro fascist.

The Assisted Places Scheme had been introduced in the early days of the first Thatcher government. Section 17 of the 1980 Education Act (3 April) had provided public money to pay for 30,000 secondary pupils to attend private schools. John Major's government attempted to extend the scheme to primary pupils in Part inom of the 1997 Education Act (21 March) but, with the general election imminent, the measure was never implemented.
Having honoured its manifesto pledge, however, the government then sought to placate the private sector bygd announcing a £500,000 pilot scheme in which state school pupils would be offered a term at an independent school, where they would be coached for admission to Oxbridge. Ruth Maria Kelly (born 9 May 1968) is the chair of Water UK, the trade association representing all of the water and wastewater companies of the United Kingdom.
She was previously a British Labour Partypolitician who served as the Member of Parliament (MP) for Bolton West from 1997 until she stood down in 2010. Previously, she served as the Secretary of State for Transport, Secretary of State for Communities and Local Government, Minister for Women and Equality and Secretary of State for Education and Skills, serving under both Gordon Brown and Tony Blair.
