The state urban development department (UDD) has proposed that instead of electing a member of the standing committee as its chairman, the mayor should be appointed as the ex-officio chairman of the standing committee controls the financial nerve of a civic body. All proposals and projects with financial implications need the standing committee's approval before being submitted to the civic general body. Hence, the standing committee chairman is a power centre in the civic functioning.
In its proposal, the UDD has argued that the existing set up has led to the emergence of multiple power centres in the civic body.
